It is a thing and here is why!
Writing when you have your wits about you is difficult to free the mind, you care about the words given and you care about the order of the sentences. The words play with you and disappear into the abyss of your mind, they evade your grasp. It is frustrating and it winds you up to no end.
Writing drunk means you are confident in the words you speak, the way you say them. It creates a real world to you because you've gone beyond caring or over analysis the situations you are writing about. The words fill your head, perhaps not always the right ones, but that's what editing is for, but usually, when you have the wrong word, a synonym check will solve the problem.
What I am getting at is that you should free your mind to make the quick decisions, don't be afraid to stray away from what you originally thought, let your characters run away with it. Allow them to make their own mind up on where they go and what they do. If you meticulously plan and you feel stunted when you try and write the words to follow, perhaps stop planning and see where the characters take you, instead of trying to force them into a box they don't want to go in.
So when you get to the editing stage and you are sober, or in the right mind to edit, you can take out the bits your drunker mind thought were a really good idea. Sometimes when the freer mind thought of the night before, isn't something you would normally find at any other point in the day. They are sometimes the best ideas.
If you don't believe me, give it a go, write at a different time of day you don't normally write, allow your mind to be free, without any plans or any further ideas, just have a plot in mind, a few characters and run with it. Don't stop to think about how it fits together, leave that to a later date.
